I asked Oliver to step out of the vehcile and then asked him about the odor of marijuana. He told
me that there was 2 ounces under her (Sentell) seat that his friend Marcel Cooper had left after he
dropped him off at an address on Linda. I had Sentell step out of the vehicle as well and conducted a
probable cause search of the vehicle. I located approximatley 3 ounces of marijuana in a plastic sack
under the front passenger seat. Being a misdemanor amount of marijuana I did not intend to make an
arrest at that time. Oliver told me that Cooper had gotten into his vehicle and he drove him over to the
house on Linda and that Cooper had told him that he was going to leave the marijuana with him. This
did not make sense to me because I have never heard of this happening and people don't just leave
their drugs with others for no reason. I gained consent to look at text messages on Oliver's phone
which he still had in his possession. He unlocked the phone and pulled up the text messages and
handed it to me. I observed a message from 12-26-18 from an 870 area code phone number asking
Oliver if they could get that for $50 and he said yes and to goto the house and Sydney would be there.
at approximately 1413 hours I observed a Red 2018 Dodge Charger traveling south on
Donaghey over the rail road tracks at Tyler Street. I observed the vehicle speeding and once I got
behind the vehicle I observed the vehicle traveling 40 mph in a 30 mph zone. I initiated a traffic stop
on the vehicle at Donaghey and Louvenia Avenue. I made a driver's side approach and made contact
with the driver (Tevin Oliver) and front seat passenger (Syndey Sentell). 1 advised them of who I was
and the reason for the traffic stop. I immediately detected the odor of marijuana coming from the
vehicle. I asked Mr. Oliver for his driver's license and insurance for the vehicle. Both Oliver and Sentell
had suspended license and the vehicle belonged to Sentell. I went ahead and had them call to get
someone to come get them and the vehicle before conducting a proabable cause search due to the
odor of marijuana.
I asked Oliver about that message and he stated that he did sell then but that was the last time he had
any. Oliver still stated that the marijuana in the vehicle was Marcel's. Oliver told me that when he does
sell he only sells an ounce at a time. I handed his phone back to him and then spoke with Ms. Sentell.
I explained to her that Oliver had let me look at his text messages and that there were messages about
selling marijuana. I explained to her that I did not believe that they were "big time" drug dealers. She
advised that they weren't and it could be seen by the way they were living. I agreed with her and asked
about the message that stated that she was home and for the person that texted to go there to get $50
worth. Ms. Sentell explained that it was a female and that it was before 3pm because Mr. Oliver was
at work. She stated that she only would sale to a women and only when Oliver was not there. I asked
how often she sells for him (Oliver) and if it was only when he was at work and she stated yes. I
explained again that she was not in handcuffs and that I wanted to work with them. I did not intend on
making an arrest and wanted their cooperation like they had been. She then told me that Oliver and
her rode to the house on Linda together to "re up" and get that marijuana. I then had Oliver come back
over and spoke with both at the same time. I explained to them both that they were not in handcuffs
and that I already had someone come and get them and their vehicle to show them I did not intend on
arresting them. I told them that I was about to let them walk (leave).
I spoke with Oliver by himself getting more information about Marcel and how it worked. Oliver
told me that he got what he had left. I had Investigator Smith and Krogman come to the traffic stop.
While they were enroute I explained again that they would not be arrested today and that they were
about to be leaving. When they arrived we spoke with Oliver and he advised that he was "fronted" that
3 ounces of marijuana and that he owed Marcel $500 for it. Oliver stated that he would sell the
marijuana for $10-$20 a gram to make money over the course of 1 -2 weeks. Oliver agreed to ride with
Investigator Krogman and Smith to show them where the house is located on Linda. I released Sentell
and the vehicle (someone had arrived to drive the vehicle for Sentnell). The marijuana was taken to
the Conway Police Department and sent to the crime lab for analysis.
