"The business is open to the public (items for sale outside on the sidewalk, and customer dropping off donation items.) Spoke with clerk about violation and she said since they are a non-profit they are essential as they "provide social services, and other necessities of life for economically disadvantaged or otherwise needy individuals, such as those residing in shelters."
